Contrary to popular belief, speed measurement devices like lasers and radar are not foolproof, and are subject to error. The same goes for the Alcotest devicethat is used by police to measure Blood Alcohol Content, or B.A.C. Officers are also very busy, and Defendants---under the stress of getting a ticket---may not have been able to articulate themselves properly so as to give the police officer a fuller and more complete view of the circumstances under which they were driving.
